Job Description 

The Human Resources Manager is responsible for administering the Company's human resources programs with primary responsibility for employee benefits administration and full-cycle recruiting. This position also supports onboarding, employee relations, HR compliance, performance management, policy administration, and HRIS maintenance. The HR Manager serves as a trusted resource for employees and managers while ensuring compliance with federal, state, and local employment laws and company policies. 

The ideal candidate is highly organized, service-oriented, detail-focused, and capable of managing multiple priorities in a fast-paced manufacturing environment supporting both commercial and government contracting operations.  The role is located onsite in our Bingen, WA facility.  This role reports to the Chief Financial Officer.  

Objectives of this Role 

HR Operations  

  • Coordinate new hire onboarding and orientation.  

  • Prepare new hire documentation.  

  • Maintain employee personnel files.  

  • Process employee status changes.  

  • Maintain HRIS data integrity.  

  • Assist with career development and performance review administration 

  • Support employee recognition and engagement programs.  

  • Assist managers with employee relations issues.  

  • Coordinate employee training activities and records. 

  • Support offboarding processes.  

  • Support timekeeping activities. 

  • Support payroll processing activities. 

Recruiting & Talent Acquisition  

  • Manage the full recruitment lifecycle including:  

  • Job postings  

  • Candidate sourcing  

  • Resume screening  

  • Interview scheduling  

  • Candidate communications  

  • Offer preparation  

  • Partner with hiring managers to define hiring needs and job requirements.  

  • Coordinate background checks, reference checks, and pre-employment screenings.  

  • Maintain applicant tracking records.  

  • Manage relationships with recruiting agencies and external talent sources.  

Benefits Administration  

  • Manage relationship with 3rd party benefits broker for benefits administration activities  

  • Administer all employee benefit programs (Medical, Dental, Vision, Insurance, 401K, FSA/HSA, etc)  

  • Manage annual Open Enrollment process including employee education and communication.  

  • Coordinate benefit enrollments, changes, qualifying life events, and terminations.  

  • Serve as the primary liaison with benefit brokers and insurance carriers.  

  • Resolve employee benefit issues and questions.  

  • Review and reconcile monthly benefit invoices.  

  • Assist with annual benefits renewal process and benchmarking.  

Compliance & Administration 

  • Maintain compliance with federal, state, and local employment laws.  

  • Assist with audits including:  

  • Benefits  

  • Payroll  

  • Personnel records  

  • Update HR policies and employee handbook.  

  • Maintain confidentiality of employee information.  

  • Prepare HR reports and workforce metrics.  

  • Assist with special HR projects as assigned. 

Required Skills and Qualifications 

  • Bachelor’s degree in Human Resources, Business Administration or related field 

  • 3–5 years of progressive Human Resources experience.  

  • Minimum 2 years administering employee benefits.  

  • Minimum 2 years of recruiting experience.  

  • Experience supporting manufacturing or engineering-based companies preferred.  

  • Strong knowledge of employment law.  

  • Experience administering employee benefit plans.  

  • Excellent recruiting and interviewing skills.  

  • Strong interpersonal and communication skills.  

  • High level of confidentiality and professionalism.  

  • Excellent organizational and time management skills.  

  • Ability to prioritize multiple competing deadlines.  

  • Strong customer service orientation.  

  • Advanced Microsoft Office skills.  

  • Experience with HRIS systems (Paylocity preferred).  

     

Salary range: $85,000 to $105,000 based on experience
